Working towards a paperless society

In line the national IT Strategic Plan to drive the Public Sector towards Electronic Government along with other major
thrusts to drive the Paperless Society and the Private Sector towards Electronic Commerce, Sapura (B) Sdn Bhd, a
local firm specializing in electronic government has taken the initiative to organize a special seminar entitled
"Towards a Paperless Society".
The objective of this seminar was to create awareness among Bruneians on the possibilities of paperless processes,
and the benefits to be derived from electronic document management.
The seminar was held on Thursday 13th June 2002 at the Civil Service Institute in Rimba, Gadong. Among those present
were senior government officials from the various departments and ministries and some representatives from Brunei
Shell Petroleum Sdn Bhd and Royal Brunei Airlines.
The seminar began with a brief introduction to Sapura (B) Sdn Bhd presented by Awg Muhammad Reeda Hj Malik, the Business Development Manager.
This was followed by a presentation by Mr. Leon Chua, a certified document management professional from Kuala Lumpur,
Malaysia. In his presentation, Mr. Chua spoke about enterprise information portals, knowledge management, and document
management.
In describing the benefits of an electronic document management system (EDMS). Mr. Chua said, “A key driver of these benefits is EDMS’
ability to help automate and streamline previously paper-intensive manual operations. While we cannot guarantee a
“paper-less” office, EDMS will allow an organization to reduce its paper usage. Not only are fewer dollars spent on
the paper itself. But cost reductions are also realized in regard to printing, distribution, and storage. Furthermore,
as more processes are able to be completed electronically less needs to be spent on fax delivery and express mailing
services. Additionally, as EDMS enhances employee productivity, organizations realize they are able to do more with
less. This, in turn, enables them to reduce their personnel costs for both permanent hires and temporary help.”
“In addition to the quantitative benefits associated with EDMS, there is also qualitative one which is critical to an organization’s operations.
The ability to track and locate documents more efficiently, for example, has a direct influence on an organization’s
capacity to provide better customer service, improve plant safety, ensure internal information firewalls, strengthen
the quality and integrity of its documentation, shrink business cycles, and heighten the effectiveness of employee
collaborations.”, he added.
The seminar ended with a lucky draw where some of the lucky participants received signed copies of a book entitled “Blueprint to
the Digital Economy” by renowned author Don Tapscott, meal vouchers sponsored by Sheraton Utama Hotel and the Empire
Golf & Country Club, and a mobile phone sponsored by Sapura (B) Sdn Bhd.
